From the start, you control every facet of your state. Set budgets, recruit and promote governors, commanders and advisors—each with dozens of unique skills and special “feats”—and reshape your government’s structure by installing parliaments, senates or politburos. Respond to events and demands from internal factions such as cults or crime syndicates, and deploy over 150 stratagems to automate complex tasks or react swiftly to crises.

Diplomacy and intrigue play a central role. You can coerce minor regimes into vassalage, negotiate pacts with major powers or use spies to manipulate rival politics and expose their troop deployments. Meanwhile, a dynamic human-relations system tracks morale, corruption and unrest, meaning even a hard-won victory can fracture if you ignore the will of your populace or the ambitions of your leaders.

No two games are alike thanks to deep procedural design. Entire planets—including climate, terrain, wildlife and hazards—are generated according to astrobiological rules. So are your units, vehicles, technologies and the location of ancient ruins hiding valuable artifacts. You’ll research more than a hundred tech fields, from primitive scavenged weapons to ICBMs, lasers and shield generators, while exploring dozens of resource types—water, metals, oil and radioactive materials.

When war comes, you’ll build and customize over 30 unit types—light tanks, walkers, missile launchers and more—and organize them into over a hundred formation templates. Detailed combat resolution factors in readiness, morale, supply levels, terrain, recon and leader skills. And behind every front line lies a realistic logistics network: roads, rails, truck stations, air bridges and supply depots that feed your troops with food, ammo and fuel.
