In Bulwark, your goal is to design fantastic ocean fortress settlements. Progress is achieved by growing the populations of various factions, which allows you to unlock commanders, captains, new ships, units, and abilities. The game offers different modes of play:

- Bulwark Mode: Explore the Great Ursee, scavenge for resources, create trade routes, and strike alliances with other factions to grow your settlement through negotiation and conflict.
- Freebuild Mode: A relaxed mode without conflict or resource constraints, allowing you to build and experiment freely.
